Well... actually u can go to any park in Tokyo during
"Hanami" <Japanese name for this festival> cuz there'll be around 600,000 people per day visiting the park so just pick one that u like and carry your mat then go reserve the seat as early as u can. hehehe...

Don't forget to prepare yr booz and foods. Anyway, there're also food&booz selling at the park but it's better to prepare them yourself <like most Japanese do>
Normally the park will close at 10pm. but during this time if the officer won't come most won't go home.
I think a Must is a mat and don't forget to bring all your stuffs home, i mean "All" really ex: pot, box, mat, and even garbages. It's a rule for most of the park in Tokyo.
U'll see also ambulance around the park cuz there'll be people who get shocked from being overdrunk all time

Don't forget to try Japanese traditional desert which launce during this period like Sakura Mochi, Sakura Cha,and Hanami Dango. All dishes contain Sakura floral leaf as a special ingredient.
